Atlanta started as a railroad hub at the headwaters of two large river basins: the Apalachicola-Chattahoochee-Flint and the Alabama-Coosa-Tallapoosa. Despite its seemingly advantageous location, the city had difficulty meeting demands for freshwater. In the 1930s, the U.S. Army Corps of Engineers recommended the development of a water storage system. In 1946, construction began on the Buford Dam north of Atlanta, Georgia. This created Lake Lanier, which has provided water and recreation for the local residents of Atlanta. City growth over the next few decades spurred the construction of a second dam, forming the Allatoona Lake.
Shortly after, Alabama, Florida, and Georgia filed suits citing the environmental and economic impacts of the new dams. These lawsuits would incite a decades-long “water war” involving the division of the water available in the two river basins, unresolved to this day.
Today, metropolitan Atlanta consumes an average of 560 million gallons of drinking water daily. Seventy percent of Atlanta drinking water comes from Lake Lanier, and both the Chattahoochee River and Allatoona Lake provide additional water sources.
