Following the Civil War in 1866, Burlington’s residents were becoming increasingly concerned about waterborne diseases. Previously, the Burlington Aqueduct Company provided Burlington water via wells, springs, and Lake Champlain to some city residents.

However, as a way of taking action, the City Council purchased this company and established Burlington City Water Works in 1867, according to Burlington Water Resources. Municipal leaders charged residents a flat fee and commercial customers a metered fee. One year later, in 1868, the city began laying cement and cast iron mains in order to improve upon the Burlington Aqueduct Company’s delivery system.
